I have a question about lighting. Will t5HO be able to give the needed light to the lower part of a 90G tank? It's a 4 bulb fixture with 6500K bulbs.

Should be fine. You don't need to have maximum light output in the lower parts of your tank. It is nice to have an 'understory' with darker areas. Frogs will appreciate that and some plants also like less light too.

How tall is the 90 gallon?

24" but that is without false bottom and soil mixture added so probably end up with 20" or 21" of height.

Yeah that is a ton of light for that height. You will have no problems.
